Smartly, the US wants to get rid of costly $1 notes that wear out fast, and replace them with coins -- like the Sacagawea dollar -- that last for decades. Not-so-smartly, the government lacked the political will to do as Canada did, namely, just get rid of the note! Do that, and people will use the coin.
