This coin commemorates the 1,690th anniversary of San Marino (although when you are that old you might consider restricting anniversary commemorations to every 100 years).
These birds look like pigeons to me, and that's all I have to go on. I suppose they could be doves. Both pigeons and doves appear on other coins of San Marino.
